Community-Based Budgeting 2022 Evaluation Report

This Evaluation Report reflects on the pilot year of Edmonton's Community-Based Budgeting Project, led by Councillors Keren Tang and Andrew Knack. It shares the motivation and background for the project, an approach to evaluation that looks at the personal and community impacts of the project against its goals, and our recommendations and reflections for implementing Community-Based Budgeting in Edmonton (and other communities).

Complete Your Project Proposal

When you’re ready, submit your proposal via
Google Forms or PDF (fill it out and send to participatorybudgetyeg@gmail.com). 

The deadline to submit is August 21, 2022. DEADLINE EXTENDED TO AUGUST 25 at 9am.

Once submitted, your proposal will be reviewed. Our team will contact you if we have any questions. Then if everything looks good, your proposal will be added to the online voting board.

All the Details

This summer, we are testing out a community process called Participatory Budgeting.  This project is a collaboration between the Wards Nakota Isga and Karhiio teams (Councillors Keren Tang and Andrew Knack), Islamic Family Social Services Association, Ribbon Rouge Foundation, Beta City YEG, and the David Suzuki Foundation. Through an interactive and iterative process, we invite Ward Karhiio and Ward Nakota Isga community members (or those who wish to support projects in these wards) to help us decide how to spend part of our office budgets. We want to hear your ideas for small, on-the-ground, projects that seed and stimulate improvements in your communities.

What kinds of projects can I propose?

  • Think of projects or community events that are small and quick to implement, but that might spark conversation or positive change in your community.

  • As much as possible, we encourage buying and using local resources.

  • In the words of  a community member who participated in our info session, projects that “use community knowledge to make better use of underutilized spaces, which sounds like an all around great way to make neighbourhoods unique and add great assets to our wards.”

  • You must be able to complete your project, action or event between September 2-October 31, 2022.

  • Funds need to abide by the Councillors’ Budget and Expense Policy, C618A. They can also include honorarium for artists, Elders, and facilitators. Contact our team at participatorybudgetyeg@gmail.com if you have questions. 

  • Funding will be provided to the winning projects as a reimbursement, between September 30-October 31, 2022 (depending on when you submit your receipts and expense form). This means you will need to pay for the costs upfront. If this is a barrier, contact our team and we will work with you.

How Much Money is Available?

  • With the budget available, we will be able to support 10-15 small-scale projects with up to $2,000 in funding per project.

Who Can Propose a Project?

  • The Community-Based Budgeting Project is about celebrating communities in Ward Karhiio and Ward Nakota Isga. You must have a connection to Ward Karhiio or Ward Nakota Isga. The lead applicant(s) must be a resident of Ward Karhiio or Ward Nakota Isga OR your project must take place within Ward Karhiio or Ward Nakota Isga.

  • You will need to find a sponsor community organization to work with (e.g. your community league, a non-profit in your community). If you don’t have one in mind, our team can help you.

  • No age limits! We encourage youth to participate! We are actively engaging schools and classrooms. 

Will I Need a Permit or Permission?

  • If you need help understanding if you might need a permit, reach out to us earlier so we can help you start the process!

  • If your event will take place in a public park, or requires closing a road, you may require a permit or permission from the City. 

  • If your project involves building a structure, you may need a permit or permission from the City.

  • Block Party: If your planned gathering will involve a road closure, you must submit a Block Party / Play Street Application Form. Apply 14 days prior to event

  • Events in River Valley Parks, Plazas, or Roads: Apply 6 weeks -14 days prior to event

  • Events in neighbourhood parks: An event in a neighbourhood or district park may require you to submit a neighbourhood event application form. Apply 6-8 weeks prior to event

  • Events on Private Property: A development permit is not required when events are less than 7 consecutive days or 7 cumulative calendar days in the calendar year. Time required for set up and take down are not considered part of the event. For example: A weekly market held for more than 5 weeks will require a development permit. Apply 14 days prior to event

  • Events on Public Property: Special events on non-roadway public property such as parks, plazas or squares typically do not require a development permit

How are the Winning Projects Selected?

  • You decide! This is what is special about community-based budgeting or participatory budgeting. Community members decide! Based on a broad community voting process!

Timelines

  • Workshop #1: Brainstorming: June 24, 2022, 5:30-7:30pm

  • Workshop #2: Develop & Design: July 22, 2022, 5:30-7:30pm

  • Submit your project proposal: July 20-August 12

  • Workshop #3: Voting: August 19, 2022, 5:30-7:30pm

  • Voting Week: August 23-31

  • Winning projects are notified: September 2-6, 2022

  • You begin to implement your project: September 2- October 31, 2022

  • Submit your receipts for reimbursement: by October 31, 2022

  • Debrief/Evaluation: November 2022

The Small Print

  • Submitting a proposal does not guarantee funding. The Councillors reserve the right to fund some, all, or none of the suggestions submitted.

  • Ideas submitted by community members will be reviewed and approved by the Councillors prior to voting and selection.

  • All payments or reimbursements must comply with the Councillors’ Budget and Expense Policy, C618A.   Note, certain expenditures from ward budgets are not permitted under the Policy.
